Question Where do I find this chest tattoo?

Saw someone wearing it but I haven't been able to find it. I want to get it on my female pirate.

Its not available anymore. It was obtained during a "find a boss" event. Players would need to find at least one random boss and take a screenshot of it and post it on the forums.
