Glitch Won't let me drop quests

Hi everyone, I am currently trying to start the new quest which gives you double xp, however it won't let me start the quest because it says I need to finish fortune quests. When I try to drop previous quests which I've started, it doesn't actually let me, is there a reason for this? Please help me, thanks

Which quests are you trying to drop? You can drop any quest that's not main story, weapon upgrade/unlock, or treasure quests.
