Best place to level up sword is kingshead at the 6 officer. Until you're level 15 then go to a boss or something

I'm at level 15 on my sword right now (notoriety 24). Haven't been working much with sword as my other skills were starting to lag a bit behind. Definitely can't wait to start mastering some skills again though.

If you level your sword at this level, go to Kingshead. After that, I don't know. I'm 20 lvl sword right now and trying to figure out where to level up. For now it's Isla Tormenta.

I've heard that Padres is a great place to go for lvl 20+ training.

Edit : Yep, I found a great place. It's almost as good as the one in Kingshead.
