Glitch Broken Kingshead Spawns

Only 2 Navy Veterans spawn where the group of 6 (and 1 officer) should be training.

This is only happening on Valor ocean.

EDIT: Apparently on Poderoso ocean too(also they don't die). Checking Marineros.

The guards were obiously just too lazy to show up for practice.

I mean, give them a break. They've been practicing a couple years and no ones visited.
