Question Digging for Keys?

Is it still possible to find a Beta Key while digging? If so, how does one go about doing this?

Can you only dig at dig spots while on a quest that requires you to do so? I nearly always dig up the quest item on the very first try. When I attempt to dig while not on a quest for that it simply says "Nothing interesting here."

I feel as though I'm missing something here.

The system that distributed keys via digging is not currently in the game. There has been no word on if it will return or not.
