Often, you'll get the starting dagger or voodoo staff in a skull chest because they're commons, which can normally appear in skulls. However, the only reason items like the Dagger, the Cursed Staff and the Cutlery Set aren't crude was to further lock non-paying members from using them back in POTCO. Since there's no "full membership" anymore, I think it'd make sense to downgrade some of these weapons to crudes, potentially including all of the regularly-lootable staves. This would get rid of a lot of downright awful skull chests and be more consistent with the rest of the game.
