You can go on a ship, repair it, and make sure the ship never can land and teleport away. Many low lvl pirates are doing this to troll and people are losing really good loot over it

The best thing to do is turn off public and only sail with friends and guild for the time being.

It'd be helpful to be able to play with the people that do want to help out though.. Instead of letting the repair bug continue on.
