Question How do people get all the colored clothing?

I see a lot of people with the "Dark Ostrich Hat" and some sort of vest on and they have an inventory full of them. I would like to know how to get the hat and how they can get these bright colors.

You can obtain brights starting at level 20, but you when you really start to get them at level 30. You can check out these looting spots here. (Recommend the higher level ones as those are the most common: Isla Tormenta and South Idol). For the Dark Ostrich Hat, you can loot it or you can do a quest for it here.

So you can't dye your clothing bright colors until level 20?

To answer your question, you loot them. They are rare though but there is no “dyeing” is involved

Technically, at tailor shops, you can buy clothes that you can dye, but those aren't the kind you usually see people wearing, which are "Bright" clothing that can only be found in loot after level 20
