How to know what quest are available?

Hello,

A lot of my quest are not completed since they can not and I am wondering if there is a known list with every quest that are finishable? (Meaning they are not glitched)

The weapon unlock quests are given to you when you reach a certain level and the black pearl quests you will always have unless you untrack them. All other quests can be found across the map.

Different players glitch with the same and different things. Some things that crash my friends have never crashed me. I assume defeat and recovers (on land), are your best bet.
