It only takes about 1000 rep to lvl a lvl 6 and around lvl 20 for cannon you need about 2000 per lvl so he must be at least lvl 16 I say its a Game master sense they are the only ones who can do Level change thing

You can get rep for cannon in cd but it's not much...

A "little off topic" but regarding a level 6.. A friend of mine has Take Cover with only level 5 sailing lol.

I understand the guy with the level 27 cannon - that's possible, but how in the? - take cover doesn't open up till a way later level.
