Question Navy and EITC ships

Hey there! Morticianne here. Just a quick general question do the devs plan on adding more ships to the seas so quest can be done? i am level 21 and having a hard time finding the proper ships to even complete one of my quest.

ty sir I probably should of done more research.

Divine's post is a good guide for which general quarter of the sea to search, but we don't have a definite spawn location for many ships because they never stay where the game puts them, and will sometimes follow a player to a port on the other side of the map and hang out there for a few hours.
