Question No Holy Light for quests

I am starting a new account with my girlfriend and when we first started I noticed right away there is no light for me or for her. It still works on my main but I forgot, is this glitch or is there a setting that we have to turn on?

The quest light doesn't work a lot overall for me, but I noticed that it works more often when I turned graphics on high.
