I can't purchase legendary lures from the fish masters. They don't appear in the shop. Also, the lures I had before then fishing boat update disappeared.

Actually, the legendary lures appear once you reach level 20. That's what happened to me, I wasn't able to view or purchase legendary lures until I reached 20.
