Now I assume many people know about this, however I have not seen any posts about it, so I guess I'll post it..
Essentially, what I mean by "Not getting the quest" is that it doesn't show up in my quest journal and doesn't count when worked on. The only way that I've found to fix it is to relog. This most commonly happens with a 3 part quest, such as only getting 2 of the 3 things needed to do. I have yet to see it happen on a single thing quest, or any with more than 3 things.
How: So far it seems to only happens on certain quests...
If anyone has further details or different types of quests about this issue, please state so below with detailed explanations.

- Memorize or write down the quests that you get if it has 3 parts in it
- Receive that quest (e.g: 0 of 3, kill 10 Giant Crabs, kill 8 Dire Wasps, find document in desk).
- Check your Quest Journal
- If only shows part of the quest, try doing what is missing (Hint, it doesn't work...).
- If it shows all parts, try it again with a different quest.
- Log out and back in
- Exit and reenter game
