In POTCO you needed to complete the Raven's Cove Story Quest (unlocked at Notoriety 30). However, this MIGHT change in TLOPO as they have some sort of plans to revamp the two quests. The main point being you have to now complete the Black Pearl Storyline in order to unlock the Raven's Cove quest but since the Boss Battle isn't in, that isn't possible... yet. So for now, Cursed Blades are not attainable for us.

The boss battle I was referring to was freeing the Black Pearl from the Navy. As the rest of the quest is in, as for Raven's Cove, nobody knows the progress on that one.

the answer is no currently you cant because ravens isnt open to missions. the ai normal npc in mine are there,no sure you can even reach them personally, and on island but the boss ship room is empty except a ship, and i believe foulberto is also not in game. and the pearl release mission is doable only up to starting the boss fight thats 98 or 99% . for now we wait for the situation to change. the way the staff has been on issues last 2 months perhaps soon.
