Quests Unable to make the Ghastly Visage Potions for Halloween event

What do I need to do to make them? Me and my friend are stuck in the Halloween event and don't know how to do it. we've done everything before it and when we go to Cuba, where it ays to do it the quest marker is telling us to go to port royal. Does anyone know what is going on?

The quest marker is currently broken, just ignore it. The potion can be made on Cuba, and requires level 5 in potions.
