Quests "Unknown Townsfolk" Glitch

My friend is experiencing the "Unknown townsfolk" glitch. This apparently should have been fixed... We are wondering if there is a work-around for this or a temporary fix (and also letting you know).

EDIT: He is playing on a Mac, also.

Hey all I recently just created a new character and was going through the main questline and i ran into this problem

I had just received the release forms for the Black Pearl and if I remember correctly they were supposed to go to Elizabeth Swann, I tried taking them to her and nothing happened
