What happened to weather? Forgot about it for a while and when I remembered I was wondering why they would remove it, and what state its currently in.

Release notes @ 2017-5-21 tlopo-rc-v1.0.0, under "Maintenance" section:
Rain and other weather effects have been temporarily removed from the Caribbean. They will make a return in the future.

Ik the game is still in beta so why the change from tlopo-beta

If my memory serves me well, TLOPO has switched over to tlopo-rc notes once they re-constructed the game with the v2013 code they had in their hands. During that time, there was a 3 months downtime in which the game was closed to public for the transition to the latest codebase.
P.S Somebody correct me if my memory killed it
