You can even get inside the ship cabin if you find the secret entrance. It's a glitch within a glitch.

I believe the ship is a work of a new kind of ship and possibly a new quest line of some sense??

Yes, rumor and speculation indicate that it is a primer for Isla Escondida and the release of a new ship type but who knows if there's any truth to that.

The island is not the new island

The island seen, I believe is supposed to be like Rumrunners, Driftwood, or Isla Cangrejos. Like, you are looking out the the cave at the island in the distance. As to why you can swim out to it, I don't know, but that's my idea on it.
