Question Who is this man?

So, ever since the POTCO days I have ran past this man many times and always wondered, 'Who is he?' Will we ever get to cross the chasm and speak with him? Why are the British Guards after him. Is he apart of a quest that I still have yet to do? Please, if you know who he is or why he is there, I would love to know. If there is no current story for him, maybe we need to write him into the game. Let me know!

Sadly we could never get to him again because the devs patched the swift foot glitch in an update. I already tried the glitch.

Same. It was part of the reason I ever got to LvL 20 potions.

Man, the Swift Foot glitch takes me back... maybe the devs would be receptive to the idea of adding a Potion of Jumping in the future? I don't know... we can dream I guess.
