As the game is still in beta the queue system is there to prevent overcrowding of the servers and lagging issues which are still being worked on. While moving players into the next server as one becomes full is ok. Many like to join friends on the same server and if it was full this wouldn't be possible.
The wait in queue is minimal..usually at position 2 or 3 at the most. Just keep an eye on the warning that come up telling you when the session ends so you don't get cut off in the middle of something like sailing and log back in
