What are Captain's Orders?Is that something new?

Captain's Orders was on Potco.

The closest thing I can remember to this is the ship skill "Task Master" that you get from completing the Black Pearl quest. But it doesn't sound like it's a ship skill.

And the only other thing I can think of is boarding permissions..

(Nothing against the people who are commenting, I totally respect everyone's excitement but I just don't want my email to be flooded lol)
